CQC Registration for Domiciliary Care Agencies
Starting a domiciliary care agency in England? Learn what CQC expects when you apply to provide personal care, what documents you may need, and how we can help you prepare your application and Registered Manager interview. Our support is independent of CQC and tailored to your proposed service.
When Does a Home Care Agency Need CQC Registration?
In England, a business carrying on the regulated activity of personal care normally needs to be registered with the Care Quality Commission before providing it. Personal care includes assistance with everyday activities such as washing, dressing and toileting for people who need help because of age, illness or disability. The full definition also covers certain other forms of assistance, prompting and supervision.
An agency offering only cleaning or companionship may not need registration for personal care, provided it does not actually carry on the regulated activity. The correct assessment depends on the activities delivered, not the name used for the business.
Before applying, plan how you will manage safeguarding, staffing, medicines support where relevant, record keeping, complaints, risk assessments and leadership. CQC will assess whether your proposed service can meet the applicable requirements.
Read CQC's guidance on personal carePreparing Your Statement of Purpose
Your Statement of Purpose describes your provider, the regulated activities you intend to carry on, where you will operate and the people your service is intended to support. It is required by Regulation 12 and Schedule 3 of the Care Quality Commission (Registration) Regulations 2009. It must accurately reflect the service you plan to provide and be kept up to date.
Provider and Location Details
Your organisation's legal details, relevant contacts, registered location or locations, regulated activities, and management arrangements.
Aims and People You Will Support
Your service aims, the care you intend to provide and relevant service user groups, consistent with your application and your team's competence.
Our separately priced Statement of Purpose drafting service is £100 + VAT.
Read CQC's Statement of Purpose guidancePolicies, Business Planning and Evidence for Your Application
CQC's published guidance for new home care providers identifies additional application documents including a business plan and financial forecast, evidence of legal occupancy, service user guides and a staff training plan. You must also supply the documents required of new providers generally and complete the additional form for personal care providers. CQC may ask for further documents relevant to your application.
Policies and procedures should describe how your actual service will operate. A generic pack on its own does not demonstrate that the right systems, people and arrangements are in place. Our core policy pack is a separate service; the included policy list and any necessary adaptations are agreed before purchase.
Medicines Management
How staff will support people with medicines safely, record support provided and respond to errors or concerns, where applicable to your service.
Safeguarding and Raising Concerns
Recognising and reporting abuse or neglect, making referrals and supporting staff to speak up about unsafe practice.
Consent and Mental Capacity
Seeking consent, assessing capacity when needed, supporting decisions and applying the Mental Capacity Act appropriately.
Our individual document prices are £200 + VAT for the core policy pack, £300 + VAT for the business plan and three-year cashflow forecast, and £100 + VAT each for the Statement of Purpose, service user guide and staff training plan.

CQC considers whether proposed Registered Managers have the skills, competence and experience needed for the service. Interview questions can vary, but preparation should cover your proposed service, how you will manage risks and how you will meet relevant legal responsibilities. No consultancy can provide the exact questions or guarantee an interview result.
Our two-hour one-to-one Registered Manager interview coaching session costs £200 + VAT. General interview preparation guidance is included in the separate £1,500 registration support service.

Statutory guidance and answers from our clinical registration directors.
Do I need CQC registration to start a domiciliary care agency?
If your agency intends to carry on the regulated activity of personal care in England, it will generally need CQC registration before providing that activity. Some services, such as domestic help or companionship without regulated personal care, may fall outside this activity. The exact position depends on what your business will do.
What counts as personal care?
Personal care can include physical assistance with eating or drinking, toileting, washing, bathing, dressing, oral care, and care of skin, hair or nails for people who cannot manage these activities themselves due to age, illness or disability. The regulatory definition also covers certain prompting and supervision in specified circumstances. Assess the actual activities you plan to deliver rather than relying only on a service label.
What documents are needed for a new home care registration?
CQC requires a Statement of Purpose and other documents applicable to all new providers. Its additional home care requirements include a business plan and financial forecast, evidence of legal occupancy, service user guides and a staff training plan. Home care applicants must also complete the additional form for personal care providers. CQC may request further evidence relevant to your application.
Can I use a home office for my domiciliary care agency?
A home address is not automatically excluded, but the proposed location must be suitable for the business and the regulated activities managed from it. You will need to consider confidentiality, record security, accessibility, legal occupancy, and any relevant property or planning restrictions. CQC will assess the proposed location and may ask for evidence of your arrangements. A mailbox address alone should not be assumed sufficient.
Does my Registered Manager need a Level 5 diploma?
CQC assesses whether the proposed Registered Manager is fit, suitably qualified, competent and experienced for the service. A Level 5 leadership qualification can be relevant and may be expected by employers or commissioners, but it is not a universal statutory entry requirement for every applicant. Being a registered nurse does not automatically establish suitability for a management role either.
Will the Registered Manager be interviewed by CQC?
CQC may interview proposed Registered Managers to explore suitability, experience, understanding of responsibilities and how the service will operate safely. Questions will vary. Topics can include safeguarding, medicines, staffing, the Mental Capacity Act, complaints, risk management and governance. Our dedicated two-hour one-to-one preparation session costs £200 + VAT.
How long does CQC registration take?
CQC registration can take several months. Timescales vary with application quality, completeness, provider and manager checks, and CQC assessment capacity. Our preparation timescales are separate from CQC decision-making, which we cannot control.
What does the £1,500 registration support service cover?
Our £1,500 + VAT service provides practical guidance throughout the agreed registration period. This includes help with provider and manager application information, DBS and reference arrangements, insurance and office considerations, reviewing information you have prepared, general interview guidance, and help responding to CQC requests within the agreed scope. Bespoke documents are priced separately.
What is included in the £2,300 complete package?
The £2,300 + VAT package combines registration support (£1,500) with five document services: core policies and procedures (£200), a business plan and three-year cashflow forecast (£300), a Statement of Purpose (£100), a service user guide (£100), and a staff training plan (£100). Dedicated two-hour Registered Manager interview coaching is a separate £200 + VAT service.
Can you guarantee CQC approval?
No. Only the Care Quality Commission can decide whether to approve an application. We help you prepare documents and understand requirements, but we cannot guarantee approval or a particular processing timeframe.
